A Study on the Coupling Mechanism and Optimization Path of Cultural Resources and Tourism Infrastructure: A Case Study of Fuping County, Shaanxi Province

Taking Fuping County in Shaanxi Province as a case study, this paper comprehensively applies the coupling coordination degree model and grounded theory qualitative analysis method to measure the coupling coordination level of county-level cultural resources and tourism infrastructure from 2015 to 2025, and to diagnose its structural obstacles. The study finds that the coupling coordination degree of the two systems in Fuping County has risen from moderate imbalance to primary coordination, yet it still faces three major challenges: temporal-spatial mismatch, superficial functionality, and governance failure. Based on comparative analyses of Moganshan and Datong, a system coupling optimization framework of “spatial reorganization—functional embedding—governance coordination—digital empowerment” is constructed, aiming to provide theoretical reference and practical guidance for the deep integration of resources in compound cultural-tourism counties.
